So if someone gets a driver’s license the proper way but still gets drunk who do you blame? You logic doesn’t make much sense?

I recall the 70 year old masala who had been driving for over over 50 years, with a legitimate license and yet that same mudala was directly responsible for an accident in Chibombo that claimed the lives of over 59 people in 2013. It is. It just licenses but several factors such as the state of the roads and the lack of adherence to road safety rules which people break due to a lack of awareness even those with proper licenses commit road offences.
